Good evening Mayor and Councillors,
I am here tonight with a request focused on transparency and public understanding — not on assigning blame.
The County’s 2026 budget includes transfers from reserve funds to help manage the tax levy. I understand that the use of reserves is legally permitted and sometimes appropriate.
My concern is that the way reserve use is presented makes it difficult for residents to clearly understand:
- which reserves were used
- how much was taken from each
- what costs were supported
- and what balances remain after 2026
This information appears across multiple technical schedules rather than in one clear, consolidated format.
I am respectfully asking Council to consider directing staff to publish, alongside the budget, a consolidated reserve and reserve-fund schedule that shows:
- reserve name and purpose
- opening balance
- contributions
- withdrawals and what they funded
- projected closing balance
Providing this information in a single, plain-language table would greatly improve transparency, reduce confusion, and strengthen public confidence in the budget process.
This request is about clarity, accountability, and trust. Thank you for considering it.
